The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are released from different nations. Immense energy is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a capability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely provided by Western nations. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on external assistance – a dependence that neighboring countries are clearly incapable to replace in the immediate future.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, American administration does little to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the coming year.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its benefit.

Current Realities

Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
